William P. Clements speaks out. [Energy policy needs in Texas]

The former governor of Texas calls for a nonpartisan, long-range energy policy. He faults the administration of the Synthetic Fuels Corporation, which he feels was a good idea in recognizing the need for a reasonable subsidy program. The problem has been in finding personnel who understood how the program should function. Clements would have the Reagan administration declare it commitment to the development of both synthetic fuels and renewable energy sources, with the state governments playing a lesser role and governors providing the liason with the federal government. During the interview, he also responds to the abolishment of the state agency TENRAC, recent oil mergers, crisis management during energy shortages, and nuclear waste disposal.
