The article, written after interviews with executives and construction managers at major construction companies, utilities, and nuclear plants currently under construction, presents the industries concept of the construction predicament. The Reagan Administration's lack of positive action toward a comprehensive energy policy is sited first. Regulatory stability is believed to be a primary requirement for reviving the nuclear industry, but overwhelming dismay over US NRC practices and attitudes was expressed by interviews. Smaller, standardized reactors would seem to be the first step in a nuclear revival in the US.
