Detroit Edison Company is urging construction workers at the Fermi 2 project to voice their concerns in a program called ''Safeteam'' that is designed to avoid last-minute allegations at licensing hearings. During the program's first year, 20% of the workers reported a total of 1300 concerns during confidential interviews. With 80% of these concerns based on rumor and taking nearly 20 hours to check out, the company still feels the program is worth it. Some concerns were valid, and led to corrective measures, mostly involving nuclear safety. The company tested several approaches to encouraging workers to express their concerns before developing the Safeteam project. Information from the interviews, except for workers' names, is passed on to the Nuclear Regulatory Commission inspectors at the site.
