Title: Solid-waste contract-negotiation handbook

The Environmental Protection Agency has estimated that the United States generated 164 million tons of municipal solid waste in 1986, and that the amount is increasing at a rate of more than 1 percent annually. Landfills are reaching capacity and closing. The cost of disposing of waste is growing and local officials are concerned about how they will meet the challenge of managing solid waste. This handbook is designed to help local officials develop contracts with private companies and other governmental units that will protect the interests of the citizens in their communities. This handbook is based on information and analysis derived from a questionnaire survey of 160 local governments located in EPA Region X, plus selected other states; review and analysis of sample provisions from actual solid waste contracts and agreements; follow-up interviews with solid waste managers in several of the states and with responding local governments; and a review of the literature as well as state federal statutes and regulations.
