Hazardous waste siting response: a handbook for Michigan citizens and local governments

This handbook is intended to assist local people in carrying out the public involvement which was envisioned when the Michigan Hazardous Waste Management Act, Act 64 of 1979, was devised. If the key roles of local officials and citizens are understood and used effectively, local people can obtain significant recognition of their concerns, and can better protect the public health and environment in their community. The handbook explains the siting process, how to schedule and prepare a response program, and how to interact with the site review board. The seven appendices include an annotated bibliography, excerpts from Act 64, sample permit stipulations, a checklist of impacts and concerns, sample zoning ordinance provisions, suggestions for selecting and using consultants, and a model contract. 14 references, 7 tables.
