Meeting IEEE-519 harmonic voltage and voltage distortion constraints with an active power line conditioner

This paper addresses the use of an active power line conditioner (APLC) for holding voltage harmonics and voltage distortion within IEEE-519 guidelines at a set of power system buses. The following two related problems are solved: (1) what size APLC is needed to meet IEEE-519 voltage constraints at each bus and (2) where should an APLC be placed for maximum performance Straightforward techniques for finding optimal or near-optimal solutions to these problems are presented, and an example is used to illustrate the solution procedure.
