Detailed data are provided for energy consumed by space heating, water heating, appliances, lighting, and total home energy use. Ways to save in these areas are also indicated. Educational, incentive, and mandatory programs to implement these savings are outlined. Eighteen conservation programs for the city of Portland and the metropolitan region are described. Each program is created by combining specific conserving actions with a specific implementation method. The cost and savings resulting from the conserving actions are calculated. (MCW)
