Choices available to the City of Portland for conserving energy are summarized. Incentive and mandatory programs are presented for savings in the industrial, residential, commercial, transportation, and governmental sectors. It is estimated that their implementation will reduce the Portland region's 1995 energy demand by 34%. The programs are applicable to all U.S. cities, the savings depending upon local conditions such as climate and local building codes. A summary of the study methodology is presented for adaptation to other jurisdictions.
