This study covers both the City of Portland and the metropolitan region called the SMSA (Standard Metropolitan Statistical Area). Transportation energy use in the SMSA is shown. Specific actions that can be taken to conserve energy through land use and transportation decisions are listed and evaluated. Programs for encouraging people to conserve are outlined. They are organized into three categories: educational, incentive, and mandatory. The 1995 energy savings resulting from 27 conservation programs are presented. The consequences of rises in energy costs and cutbacks in supply if the city fails to establish an energy conservation program are described. (MHR)
