Five energy analysts and forecasters testified at a hearing on the possible impact of current oil and gas markets. Low oil prices are encouraging increasing dependence upon oil imports and the likely strengthening of OPEC. At issue was whether an import fee would be fair and whether it would encourage conservation, as well as whether it is appropriate to take advantage of low prices to fill the strategic petroleum reserve. The five witnesses discussed the implications of reduced drilling operations in this context and in terms of the balance of power in world markets. They also reviewed the history of fuel price cycles and policy decisions. Material submitted for the record by Texaco follows the testimony.
