Testifying on the implications of a possible fee imposed on oil imports were representatives of citizen and labor groups, energy industries and marketers, and utilities. At issue was the advisability of using an oil-import fee to raise revenue, which would artificially inflate domestic oil prices and cause corresponding increases in government spending for entitlements, as well as the impacts of price control. Support for the fee is based on the current low price of oil, but arguments in opposition cite the creation of a new bureaucracy instead of allowing market forces to work. Producers generally seek high prices, while consumers want low prices; but both sides disagree on when it is appropriate to set controls.
