Fifteen witnesses representing federal and state energy agencies and various industries based on renewable energy sources testified on the impact on businesses and homeowners of the government's abandonment of conservation and the development of renewable energy sources in favor of a free market approach. Proposals to simplify taxes by eliminating all but oil and gas incentives raises questions of a double standard at a time when conservation, not new oil or gas production, has been the major contributor to economic growth. Among the issues raised were the DOE Director's refusal to testify at the hearing, DOE's apparent lack of an agenda, and the possibility of power shortages in the near future if the country fails to pursue new conservation opportunities. Others argued that experience, as in the current low price of oil, demonstrates that market forces work. Material submitted by DOE, the witnesses, and interested parties follows the testimony.
