In a major policy initiative announced this summer, the Environmental Protection agency took a first step toward established a comprehensive system of federal environmental regulations. Proclaimed as a goal by the Clinton administration several months ago, the initiative is aimed at integrating environmental regulations applying to some of the nation's largest industry segments. Once regulations for these groups are reformed, similar initiatives will be developed for other sectors. Industries chosen for the first phase of reform have significant environmental effects and represent a cross-section of US business, including high-technology and traditional manufacturing. The initiative calls for industry, government and environmental interest groups to develop consensus-based reforms and proposals for Congress in cases where new legislation would be required. A team consisting of EPA officials, state and local government representatives, corporate environmental managers, and labor and environmental groups will be formed for each of the six industries participating in the initiative.
