Representatives of the Bureau of Mines, the Office of Technology Assessment (OTA), and companies and organizations involved in material sciences testified on efforts to develop a national materials policy and the possibility that the US will lose valuable opportunities if such policies are not forthcoming. At issue was the administration's failure to support the National Critical Materials Council in allowing vacancies on the three-man council to remain unfilled. Witnesses underscored the significance of advanced materials to the economy and to America's competitive position in world trade. Witnesses reviewed the inventory of critical materials, and noted an improvement in the research and development budgets for materials. Most of the testimony was in response to an OTA report which emphasizes US advances in structural materials with large potential markets.
