Representatives of the biotechnology industry, the National Science Foundation, the Environmental Protection Agency, public health agencies, and others testified on federal regulation of biotechnology. Of particular concern was the consequences to the environment that will result from the release of genetically engineered material. Another issue involved trade and the importance of international regulation. Speaking in panels, the eight witnesses addressed agency coordination, commercialization, federal policy, and the question of whether that policy requires additional research.
