Representatives of industry and manufacturing, materials experts, and the Departments of the Interior (DOI) and Commerce testified at a two-day hearing on implementation of Title II of Public Law 98-373. Testimony on the first day covered broad policy questions, then focused on South Africa during the second day. At issue was the administration's failure to implement the law or to coordinate activities which span a number of agencies. The basis for concern was the status of US technology readiness and the need for more comprehensive materials planning. US dependence upon critical materials from South Africa and the potential vulnerability this implies was an area of major concern. Witnesses suggested way to assess and minimize that vulnerability. Supporting documentation appears with the testimony of each witness.
