The U.S. Trade and Development Program (TDP) contracted for a Definitional Mission to assess the potential of TDP funding a study that would assist in the improvement of the electrical generation system in Bulgaria. The Definitional Mission recommended that TDP provide a grant to the Government of Bulgaria to engage the services of a U.S. firm to assist Bulgaria in developing a master plan for the rehabilitation of the bulk of the country's coal-fired power plants.
