Definitional-mission report: Power-plant-rehabilitation project in Lithuania. Export trade information
The U.S. Trade and Development Program (TDP) sponsored a definitional mission to Lithuania to evaluate the prospects of TDP funding a feasibility study for the rehabilitation of the Elektrenai Thermal Power station, located halfway between Vilnius and Kaunas. The report recommends: TDP should provide a grant to the Ministry of Energy in Lithuania to fund the costs of (i) a study of the rehabilitation of the Elektrenai Power station and (ii) an orientation visit to the U.S. by up to 10 Lithuanian power sector officials; TDP should consider the possibility of an 'Umbrella Grant Agreement' with a central entity, under which a number of different grants can be funded; the Lithuanian officials will need assistance in implementing the grant for the rehabilitation study of the Elektrenai power plant, particularly in the area of the shortlisting and tender selection process. It is recommended that TDP provide this assistance in order to ensure that the grant is implemented properly and efficiently.
