EPA takes PCB spill cleanup dispute with Commonwealth Edison to federal court

The Environmental Protection Agency (EPA) federal suit against Commonwealth Edison over its polychlorinated biphenyl (PCB) cleanup procedure sets a new precedent for the agency, which has dealt with past disagreements itself. Claiming that the utility's cleanup of ruptured distribution capacitors and transformers is improper, EPA plans to check old sites for contaminated soil. The utility industry claims that cleanup regulations are not only vague, but continually changing. Commonwealth Edison will complete its replacement of PCB equipment in 1986.
