GAO (U. S. General Accounting Office) cites LNG, LP-gas siting hazards

A final GAO report analyzing U.S. liquid-energy gas (LEG) safety issues covers LNG and LPG storage, transportation, liability, research, and regulation. According to the American Gas Association, the GAO report is ''misleading'' and ''often poses unreal, hypothetical situations which don't relate to LNG practices as they exist today''. GAO recommends that the Department of Transportation and the Interstate Commerce Commission ban trucking of LEG through heavily populated areas unless delivery is otherwise impossible, and feels that there should be a similar ban against LPG rail cars. In a separate, earlier report, GAO blames the government for long delays and increased costs of U.S. LNG import projects, e.g., a proposal to import LNG from Indonesia to California, which took 49 mo to get federal approval. GAO's recommendations to Congress concerning LNG accident liability, and recommendations to the Department of Energy concerning the lengthy U.S. approval process are discussed.
