CIA's ''the international energy situation: outlook to 1985''. [Evaluation of the CIA report]

A prediction by the Central Intelligence Agency in their report that 1980 world oil production will fall short of world demand is examined and found to be not as pessimistic as President Carter indicated at his April 15, 1977 press conference. The report presents a statistical review of the world energy and petroleum situation, develops demand scenarios, and concludes a possible shortfall in energy supplies. Dr. Netschert feels that a combination of international demand and political events would need to occur in order for the shortfall to become probable. Newly discovered resources are not included in the report, which makes a pessimistic worst-case assumption for each energy source. The author concludes that President Carter used the report as a way to get public attention and commitment to a national energy policy. CIA assessments of the China, Soviet Union, and OPEC energy capability are challenged. (DCK)
