Thirteen witnesses representing government agencies, gasoline dealers, and marketers spoke at a May 27, 1980 hearing on the problem of gasoline supply disparities among the different types of retailers and the lack of action to correct the problem. Six alternative retail rulings were issued and later rejected, but the retailers continue to suffer from a shrinking market share. The committee also examined the continuing problem of downward certification by jobbers and allegations that gasoline supplies were illegally diverted for profit during the 1979 shortage.
