The subcommittee reviewed the DOE study entitled State of Competition in Gasoline Marketing. The study was required by title III of the Petroleum Marketing Practices Act. The Department's study generally concluded that there had been no significant trend toward company-operated stations by refiners and that refiners had not engaged in subsidizing their retail stations with profits earned upstream. The study appeared to view the decline of the branded-dealer network and the market-share growth of company stores as a response to a changing gasoline market and, in part, to Department price-and-allocation regulations. The hearing also considered legislation known as the Small Business Motor Fuel Marketer Preservation Act. Texts of H.R. 7034, H.R. 6722, H.R. 6849, and a Federal Trade Commission report are presented.
