Eleven witnesses from the gasoline marketing sector and the government spoke at a hearing on June 9, 1980 to review problems in the allocation of gasoline to retail service stations. Criticisms from dealers, jobbers, and refiners that the present system is not working effectively or fairly must be balanced with the need to continue a standby allocation program. At issue are the ability of independent dealers to obtain gasoline to sell; the discrepancy between allocations to new and existing dealers; the procedure for reallocation after a station closes; and DOE's response in the form of new rules and regulations.
