Some legal aspects of construction and operation of an LNG terminal in France (in French)

A discussion based upon the experience of Gaz de France at the LNG terminals of Fos, Le Havre, and Montoir de Bretagne covers: the main provisions of authorizations granted at each site (object, acreage, term of the concession, financial system, reasons for authorization withdrawal); the legal system of the terminal construction, the responsibilities of the operator and of the relevant administration, especially the port authorities, and the distinction between contractual relationship of the partners and the legal status; safety, environmental, and liability problems concerning terminal operation and the transportation and handling of LNG; access conditions of LNG carriers to the terminal, their unloading operations, and liability; and the recovery of LNG cold as in refrigeration or the operation of air distillation to produce oxygen and nitrogen, the latter for use in adjusting the calorific value of the vaporized LNG to be compatible with other sources of gas being distributed.
