Can CBOT put recycling markets on the board

Although about 100 million tons of recyclables are traded annually, there are still more recyclables being collected than there are being sold, keeping the price of recyclables low. The Recycling Advisory Council (RAC, Washington, D.C.) is hoping its pilot project with the Chicago Board of Trade (CBOT) will reverse this trend by providing a mechanisms for buyers and sellers of recyclables throughout the US to post bids to buy and offers to sell secondary materials. The demonstration project would create a cash exchange market on an electronic bulletin board. The names and telephone numbers of the buyers and sellers would be listed, and participants would be permitted to finalize dates, shipping, and payment terms on their own. Or, if a buyer or seller preferred, a listing could be posted or pursued anonymously. Posted bids and offered prices must be honored, and an annual fee of $1,000 to $2,000 would be required to participate in the trading.
