The Chicago Board of Trade (CBOT) electronic cash exchange for recyclable materials debuted in October 1995 amid much fanfare. Stating that it had revolutionized the recycling industry, CBOT touted the system`s benefits--better market access, availability of price information, and the ability to provide verification of the qualify of traded materials. The system was promoted as a benefit to all of the current players in the recyclables marketplace, according to exchange organizers. Six months later, however, CBOT has not yet been able to provide some of the pricing information it promised--namely, the prices for materials bought and sold through the exchange. Subscriber privacy and other trade issues, such as the possible release of proprietary information if trades were recorded on the exchange, have deterred listing of the actual prices paid. Prices currently listed on the exchange are bids and offers to buy or sell materials, not the prices actually paid for materials.
