A discussion of tanker-loading facilities at Valdez, Alaska, covers the layout of the terminal and the construction of berth facilities, including the loading arms; procedures for tanker control during berthing; initiation and control of ballast discharge and oil loading by joint actions of operators on the berths and at the Operational Control Center where both Pipeline and Terminal operators are on constant shift; safety features and facilities for fire protection; recruitment of hourly wage personnel from Valdez, and the training program under four supervisors each covering a particular field such as loading arms, instrumentation, firefighting and mooring, and safety and oil contingency; and oil spill contingency plans including containment and cleanup, chemical treatment, equipment, and training.
