Details of the analysis of the {eta}{pi}{sup {minus}} system studied in the reaction {pi}{sup {minus}}p{r_arrow}{eta}{pi}{sup {minus}}p at 18&hthinsp;GeV/c are given. Separate analyses for the 2{gamma} and {pi}{sup +}{pi}{sup {minus}}{pi}{sup 0} decay modes of the {eta} are presented. An amplitude analysis of the data indicates the presence of interference between the a{sub 2}{sup {minus}}(1320) and a J{sup PC}=1{sup {minus}+} wave between 1.2 and 1.6 GeV/c{sup 2}. The phase difference between these waves shows a phase motion not attributable solely to the a{sub 2}{sup {minus}}(1320). The data can be fitted by interference between the a{sub 2}{sup {minus}}(1320) and an exotic 1{sup {minus}+} resonance with M=(1370{plus_minus}16{sub {minus}30}{sup +50})&hthinsp;MeV/c{sup 2} and {Gamma}=(385{plus_minus}40{sub {minus}105}{sup +65})&hthinsp;MeV/c{sup 2}. Our results are compared with those of other experiments. {copyright} {ital 1999} {ital The American Physical Society}
