Temporary measures to speed BP Petroleum Development Ltd.'s crude oil terminal project at Sullom Voe, Shetland Isl., include provisions for diesel power generation and temporary pipeline controls, according to W. The complex is designed to receive oil from a number of North Sea fields and to supply stabilized crude and LPG at a rate equal to about 55% of Britain's current needs.
