Public preference in hydro relicensing: 20 questions answered

Twenty questions relating to whether consumer-owned utilities should be free to compete with investor-owned utilities whose licenses to operate hydroelectric facilities are expiring explore the concept of public preference and its historical implementation. At issue are the economic feasibility of public utilities competing for a license, the tax implications for municipalities, whether public utilities can operate hydro projects efficiently, and the potential for unfairness. Legislation is pending in Congress on the issue, and the Federal Energy Regulatory Commission is also feeling the pressure for change. 1 figure.
