User's needs set stage for financing internal use cogeneration projects

The financing options for cogeneration projects vary, and users need to determine the kind of structure which best suits their needs. The authors compare the advantages and disadvantages of (1) user development ownership and operation in which the user raises all the money and receives all the energy savings and tax benefits; (2) third-party development and operation in which the cogeneration developer contractually shares in the savings; (3) user owned third-party build/operate in which the third-party assumes many of the risks, but the user will own and finance the project; and (4) true lease in which the developer assumes the risks and the rental payments vary according to savings as the major alternatives. 1 table.
