User's needs set stage for financing internal-use cogeneration projects

The second in a two-part series describes the advantages and disadvantages to the user of two financing structures for cogeneration projects: finance lease installment purchase and municipal finance lease. Under the finance lease installment purchase, the developer designs, builds, and operates the project and sells it to the user on time. The municipal finance lease is a contract to purchase a cogeneration project over time, but with an option for the user to terminate the contract each year. A summary chart compares the seven structures covered in the two articles on the basis of risks, standby power available, off-balance financing, and buyout price.
