Battery Energy Storage Test (BEST) Facility. Third progress report, review and summary through June 1983
The Battery Energy Storage Test (BEST) Facility is a national center for testing and evaluating battery energy storage systems, including associated electrical conversion equipment developed for use on electric power grids. This interim report covers the period January 1980-June 1983 in which the following results were achieved: completed baseline facility construction including ac link to 13.8-kV PSE and G substation; installed all operating equipment; completed operational acceptance test; prepared procedures and protocols for all phases of operation, maintenance, data management, personnel training, and public relations; operated 1.8-MWh station battery, 2.5-MW ac/dc converter, and computer control system for one year in a series of cycling modes representing various utility applications; prepared Bay-2 for installation in September 1983 of a 500-kWh zinc chloride battery including a 300-kW ac/dc converter and control system; planned for installation in October 1983 in Bay 1 a 500-kW, 500-kWh lead-acid battery with converter and control system; and demonstrated that the facility does meet project objectives as a focal point for a national program to commercialize battery energy storage systems.
