The battery energy storage test (BEST) facility - first year of operation

Operation of the baseline BEST Facility in 1982 provides the first useful information about the characteristics of a utility-operated battery energy storage system. The baseline BEST Facility includes a 1.8-MWh lead-acid battery, 2.5-MW converter and process control computer operating in a 13.8-kV interconnection with PSE and G's transmission and distribution grid. Test operations described include repetitive cycling in eight different modes representative of typical utility and customer-side applications. Electrical and thermal performance characteristics and operating and maintenance experience are reported.
