A joint U.S./Canadian study, announced in Jan. 1978, recommends development of a U.S. strategic petroleum reserve in eastern Canada. According to the study, Canada could store 10-200 million bbl of the 1 billion bbl that the U.S. plans to stockpile by 1985; Canada would receive the benefit of employment and the supply of goods and services, and would have an option to use a portion of the storage capacity if the need arose; oil storage in eastern Canada would help the U.S. to meet regional objectives of its oil storage plan since sites would be relatively close to U.S. population centers. Three Canadian companies have proposed development of eastern Canadian oil storage facilities. Wabanex Ltd. has proposed a site in an abandoned iron mine at Bell Island, Newfoundland, and Home Oil Co. Ltd. and Domtar Inc. have proposed different sites at the Strait of Canso, N.S.
