Lining up underground oil storage

The U.S. Department of Energy (DOE) has recently disclosed plans to add the Napoleanville, La., salt dome to the sites selected for storing strategic petroleum reserves (SPR). The plan may be dropped because of opposition from the state (the Louisiana Natural Resources Agency feels that the takeover would cost the state about $97 million and 5000 lost jobs) and from chemical process industry companies that use brine from the dome (e.g., Hooker Chemicals and Plastics and Georgia-Pacific Corp.). DOE has issued a study indicating that 14 sites are being considered for expanding SPR beyond the initial 1978 goal of 250 million bbl. DOE is considering the storage of 100 million bbl of crude oil storage in Canada's Maritime Provinces and has identified two potential sites (Wabana, Newfoundland, and the Strait of Canso, N.S.).
