Absolute differential cross sections for the elastic scattering of ..cap alpha.. particles by oxygen for 9.2 < E/sub ..cap alpha../ < 13.5 MeV and an analysis in terms of excited states of /sup 20/Ne are reported. The analysis employed 60 overlapping resonances in /sup 20/Ne for which level parameters are extracted, plus slowly varying background terms. Many of the levels (27) are new while 30 confirm or clarify past assignments. Three disagree with past results. A pair (e/sup +/e/sup -/) detector designed to signal inelastic scattering to /sup 16/O*(0/sup +/;6.05 MeV), a state which decays strongly to /sup 16/O*(0/sup +/;6.05 MeV) is also described. The levels reported herein are compared with assignments made elsewhere using both /sup 16/O(..cap alpha..,..cap alpha../sub 0/)/sup 16/O and other reactions. Low spin states reported in /sup 19/F(p,..cap alpha../sub 0/)/sup 16/O are barely perceptible in the present study since higher spin levels usually dominate the cross section. Some of these higher spin states are preferentially excited in heavy-ion (A greater than or equal to 4) transfer reactions such as /sup 12/C(/sup 12/C,..cap alpha..)/sup 20/Ne or /sup 16/O(/sup 12/C,/sup 8/Be)/sup 20/Ne where ..cap alpha.. branching ratios to /sup 16/O/sub gs/ were determined and can be compared to our results.
