The elastic scattering of /sup 12/C by /sup 20/Ne and the inelastic scattering to the first excited state in /sup 20/Ne in 100 keV steps for 20 less than or equal to E/sub C,lab/ less than or equal to 33 MeV are reported. Surface barrier detectors at sixteen angles in a differentially pumped gas chamber measured simultaneously the differential cross sections. Broad maxima in the excitation functions at several angles in both the elastic and inelastic channels were observed. In addition, the elastic scattering of /sup 12/C by /sup 22/Ne over the same energy range is reported. The /sup 12/C + /sup 22/Ne excitation functions do not show the same type of structure as /sup 12/C + /sup 20/Ne. The analysis of previously published data on /sup 16/O..cap alpha..,..cap alpha../sub 0/)/sup 16/O and /sup 16/O(..cap alpha..,..cap alpha../sub 1/)/sup 16/O in terms of resonances in the compound nucleus, /sup 20/Ne is reported. Treating the scattering amplitude as a linearly energy dependent nonresonant term plus a sum over resonant partial waves, resonant energies, widths, and branching ratios for resonances of both reactions are extracted. Analysis of these reactions yielded a total of 58 natural parity levels in /sup 20/Ne at excitation energies from 16.5 to 21.1 MeV.
