The Acid Deposition and Sulfur Emissions Reduction Act amends the Clean Air Act to reduce the long-range transport of sulfur and nitrogen oxides. The bill calls for a strategy of phased reduction and evaluation. It acknowledges the adverse effects of acid rain, and proposes steps to improve public health and the environment. Thirty one states and the district of Columbia make up an acid deposition impact region in which each governor shall have 24 months to develop a plan to reduce emissions. The legislation also accelerates research activities to identify the causes and consequences of acid deposition. Phase II will proceed after evaluation of the research findings, but no later than July 1 1991. The final section deals with the need to cooperate with Mexico on transboundary pollution problems.
