The Acid Deposition Control Act of 1985 (H.R. 2679) acknowledges the role of fossil fuels in atmospheric acid compounds and the long-range degradation of the ecosystem that they cause. The bill outlines a phased program for reducing the atmospheric load of sulfur dioxide and nitrogen oxides that gives polluters responsibility for paying the costs of effective control. Thirty one states and the District of Columbia make up the acid deposition impact region which will reduce its total annual emissions of sulfur dioxide by 10 million tons below the 1980 level. The program also includes an accelerated research effort to understand acid precipitation. The second phase will lower emissions another 5 million tons by January 1996. States will adopt appropriate compliance measures.
