El Paso Algeria Corp. has received its first LNG delivery

The first Algerian LNG for base-load use was received in Mar. 1978 amid an industry debate as to whether the LNG should be priced incrementally and the cost passed along at different prices for various classes of customers, or whether the pipelines should roll in the cost and pass it along equally to customers. The chemical industry generally favors a cost-of-service approach, and administration officials favor incremental pricing. The safety of imported LNG is also under discussion, particularly since a recent report was issued by the U.S. General Accounting Office that is critical of current industrial safety practices. The American Gas Association branded the report as ''misleading'', and industry sources differ about the accident potential of LNG carriers. LNG deliveries to the Columbia Gas System Inc. and to the Consolidated Natural Gas Co. and to Southern Energy Co. are also noted.
