New delay may hit El Paso Algeria II project

According to J. C. Vanden Bosch (U.S. Army Corps Eng.) the Algeria II, project's environmental impact statement (EIS) does not adequately address impact on navigation near the proposed LNG terminal. Vanden Bosch suggested that the Department of Energy compile a supplemental EIS to cover the impact on marine traffic to avoid a ten-month delay before issuance of dredging permits. According to G. Carameros (El Paso LNG Co.), the Algeria II project (through which 1 million cu ft/day of Algerian natural gas will be imported to the U.S. for 20 yr) will be a test case for the Carter administration; without the Algerian gas, curtailment will begin for Priority 2 customers in 1982, will reach 100Vertical Bar3< by 1991, and will be substantial for Priority 1 customers by 1997. The price of LNG regasified at Port O'Connor, site of the planned terminal, will be $2.84/million Btu, with a base price of $1.30/million Btu. The U.S. Federal Energy Regulatory Commission has recommended an incremental-pricing approach in which the full cost would be borne by LNG customers only.
