Turnkey contracts; The pitfalls and the benefits

The authors discuss turnkey contracts for the construction of utility grade electric power plants. They outline precautions to be taken, and stress that a good request-for-proposal is essential. The turnkey approach to power generation offers the advantage of single-source responsibility, along with the benefits of a fixed price, schedule control, and a possible reduction in staff requirements for the operating utility. Using the turnkey approach, a utility-grade coal-fired power plant with pulverized coal boiler, baghouse, and wet limestone scrubber can be designed and built in 60 months. Permitting of the plant may take two to three years, but a significant amount of the permitting may be done in parallel with the preliminary design.
