Site delay possible for western LNG (terminal associates) project

The California Coastal Commission has recommended that a proposed $797 million, 1.3 million cu ft/day LNG receiving terminal for California be located at the federally controlled Camp Pendleton, rather than at Point Conception, west of Santa Barbara. If the recommendation is accepted by the Coastal commission and by the California Public Utilities Commission, it would delay construction of the facility indefinitely while Congress decides whether to approve the use of Federal land for the project. The commission staff was influenced in its recommendations by a report of a consulting geologist that the Point Conception site has an earthquake fault. According to Western LNG Terminal Associates, a company formed by Pacific Lighting Corp. and Pacific Gas and Electric Co., the terminal could be engineered to withstand an earthquake greater than historical experience in the area. Pacific Lighting and Pacific Gas have contracted for Indonesian LNG, but fear that the government of Indonesia, which has granted several extensions on the timing of the project, will sell the gas to Japan.
