Economic and need for power evaluation of Baltimore Gas and Electric Company's Perryman plant

The report presents an economic evaluation of Baltimore Gas and Electric Company's (BG E's) need for power from the proposed Perryman combined cycle facility during the mid- to late- 1990s. The analysis determines, first, whether BG E needs the capacity supplied by the Perryman units to maintain reliable service and, second, whether the Company's Perryman proposal is the most cost-effective alternative available. The report also considers, as an alternative proposal to Perryman, a power purchase agreement with Cogen Technologies, Inc., a non-utility generator (NUG). Cogen proposed to sell power to BG E during the mid-1990 time frame in place of the first Perryman unit. Each of these analyses represents the Need for Power phase of the Maryland Public Service Commission's consideration of BG E's application for a Certificate of Public Convenience and Necessity (CPCN) to construct the Perryman units.
