Environmental and basis of need review report for the town of Berlin power plant expansion project

In June 1998, the Maryland Public Service Commission (PSC) granted the Town of Berlin a Certificate of Public Convenience and Necessity (CPVN) to replace three diesel engines with three new diesel engines at the Town`s power plant in Berlin, Maryland. The Department of Natural Resources (DNR) Power Plant Research Program (PPRP), coordinating with other State agencies, performed this environmental and basis of need review of the Town of Berlin Power Plant Expansion Project during the PSC licensing process. This report describes PPRP`s evaluation of the environmental and socioeconomic impacts of the Berlin Power Plant facility, evaluates the need for the expansion, summarizes the results of these evaluations, and presents recommendation for license conditions which have been incorporated in to Berlin`s CPCN.
