The Asbestos Hazard Emergency Response Act of 1986 amends the Toxic Substances Control Act to require the Environmental Protection Agency to set standards for identifying and abating asbestos hazards in school buildings. It goes on to require abatement in accordance with those standards, and requires local educational agencies to prepare management plans to deal with asbestos problems. The legislation is intended to correct a lack of standards for identifying properly the presence of friable asbestos-containing materials and for abating the hazards they present. The bill also establishes uniform programs for accrediting personnel who will before the identification and abatement programs.
