The Asbestos Hazard Emergency Response Act of 1986 amends the Toxic Substances Control Act to require the Environmental Protection Agency to establish inspection requirements for materials containing asbestos in schools. The bill calls for the development of a plan to manage such materials in school buildings and the development of response actions and emergency plans for the identification and removal of friable asbestos-containing material. It also establishes a trust fund from monies collected as repayments of loans under the 1984 Asbestos School Hazard Abatement Act to be used as advances needed for compliance.
