The Asbestos Hazard Emergency Response Act of 1986 amends the Toxic Substances Control Act to establish federal standards that will protect the public from hazardous asbestos in school and other public buildings. The Environmental Protection Agency will set standards that will make it possible to identify friable asbestos in US school buildings and will require that the schools take appropriate measures to meet those standards. The Bill also requires local educational agencies to prepare asbestos management plans. The procedures call for inspection, abatement, and post-abatement maintenance. An Asbestos Trust Fund will receive transfer of funds collected as repayments of loans made under the Asbestos School Hazards Abatement Act of 1984. The Fund may make repayable advances of up to $25 million for fiscal years 1987-1990.
